Needs and Objectives Analysis for the Feasibility Study

As part of developing our feasibility study, we wish to conduct a thorough analysis of the needs and objectives associated with our target clientele. To ensure the rigor, relevance, and scope of our work, we are seeking your collaboration on the following aspects:
1. Identifying the Priority Needs of the Target Clientele
We wish to highlight the essential needs of low-income individuals, particularly with regard to:
• Income, financial security, and economic stability;
• Essential expenses (housing, food, personal care, transportation);
• Living conditions associated with social, legal, or psychosocial vulnerability.
Our clientele includes, in particular:
• Low-income individuals
– Individuals or households whose resources are insufficient to cover their basic needs;
– Individuals dependent on social assistance, income security benefits, or in precarious employment.
• Individuals living in poverty
– Individuals facing social exclusion, homelessness, or housing instability;
– Individuals with vulnerabilities such as social isolation, mental health issues, addictions, unemployment, etc.
• Individuals in residential care or institutionalized
– Individuals in correctional custody or remand in custody;
– Individuals hospitalized or residing in residential facilities, community resources, or public institutions;
– Individuals requiring support to prepare for or maintain their social reintegration.
• Individuals with a mental health condition conviction
– Individuals found not criminally responsible (NCR);
– Individuals deemed unfit to stand trial;
– Individuals under the supervision of a review board (e.g., unconditional release, parole, detention with conditions, detention without conditions).
2. Defining the Specific Objectives of the Feasibility Study
We would like your support in clarifying and structuring the objectives that the study should cover, including:
• Understanding the socioeconomic issues of the different subgroups;
• Assessing the needs for specific support, assistance, or services;
• Planning services adapted to the distinct profiles and realities of the clientele;
• Identifying barriers to sustainable social reintegration.
3. Analytical Approaches and Methodological Elements
We also invite you to propose methodological approaches and analytical tools to adequately assess the identified needs, including:
• Indicators of income, budget, and essential expenses;
• Qualitative analyses (interviews, focus groups, narratives, or life stories);
• Quantitative analyses (socioeconomic data, institutional statistics, population-based M profiles);
• Tools for assessing risks, needs, or vulnerability factors;
• Approaches that integrate an intersectional perspective.
